Overview
System One is hiring a Proposal Manager to support business development efforts across transportation, water, and infrastructure projects. This role will focus primarily on non-federal proposals, leading the full proposal lifecycle from RFP analysis through submission.
This is a remote, on-call role with variable hours — typically 30+ hours/week depending on workload. There is no defined end date, making this a strong long-term contract opportunity.
Responsibilities
- Lead and manage end-to-end proposal development for moderate to complex pursuits
- Analyze RFPs and build compliance matrices, outlines, and schedules
- Partner with capture teams, SMEs, and operations to develop winning proposals
- Write and edit key sections (executive summaries, resumes, project descriptions, etc.)
- Facilitate kickoffs, color reviews (pink/red/gold), and final submissions
- Ensure proposals are compliant, compelling, and delivered on time
- Support interview/oral prep and proposal closeout activities
- 10+ years of proposal management experience
- Strong experience with transportation proposals (required)
- Background supporting transportation, water, or infrastructure projects
- Advanced proficiency in Adobe InDesign (required) — able to work independently within templates, including master pages and style formatting
- Experience leading cross-functional proposal teams
- Ability to manage multiple deadlines and shifting priorities
- APMP Certification
- PMP Certification
- Experience improving proposal processes or win strategies
