Overview
System One is hiring a VP of Quality who will be a hands-on quality leader responsible for establishing, growing, and maintaining the Quality Management System (QMS) across our client's organization’s full scope of work: design, procurement, manufacturing, construction, operations, regulatory affairs and licensing, and full fuel lifecycle operations. The role owns the QA program end-to-end building and maintaining program documents, procedures, and controls; leading the audit, inspection, and surveillance program; driving corrective action and nonconformance processes; and ensuring quality inputs, records, commitments, and controls support regulatory strategy, licensing applications, approvals, and ongoing compliance. Works directly in the program while building scalable quality practices aligned to ANSI 15.8, ASME NQA-1, 10 CFR 50 Appendix B, ISO 9001, and applicable company and regulatory requirements, and mentors’ quality staff as the organization scales.

Key Responsibilities
- QMS Establishment, Growth & Maintenance
- Establish, implement, and maintain the company Quality Management System and Quality Assurance Program aligned to ANSI15.8, ASME NQA-1, 10 CFR 50 Appendix B, ISO 9001, and applicable customer and regulatory requirements.
- Author, review, and maintain the Quality Assurance Program Manual (QAPM), quality procedures, instructions, and forms, and keep them current as the organization and its scope of work evolve.
- Ensure the QMS establishes integrated, risk-informed controls and objective evidence requirements across design, procurement, manufacturing, construction, operations, regulatory affairs and licensing, and full fuel lifecycle operations, including interfaces and handoffs among functions, suppliers, regulatory stakeholders, and operating organizations.
- Define and apply a graded approach to quality so that controls are commensurate with the safety significance and complexity of the work.
- Establish quality metrics, management reporting, and periodic management review to monitor QMS health and drive decisions.
- Regulatory Affairs & Licensing Quality Support
- Partner with regulatory affairs and licensing teams to establish quality controls for licensing plans, applications, amendments, topical reports, responses to requests for additional information, regulatory commitments, and required records.
- Ensure licensing submittals and supporting technical information are accurate, traceable, independently reviewed as required, configuration-controlled, and supported by objective quality evidence.
- Track and verify implementation of regulatory commitments, license conditions, exemptions, approvals, and quality-related corrective actions across affected functions and lifecycle activities.
Auditing & Assessments
- Develop and manage the internal, supplier, and external audit and surveillance schedule based on status and importance of activities.
- Plan, lead, and report audits and assessments; verify implementation and effectiveness of the QA program and associated processes.
- Manage audit findings through to closure and confirm corrective actions are effective and sustained.
- Support and host customer, regulator, and third-party audits and assessments of the QA program.
- Inspection, Examination & Testing
- Establish and maintain the inspection, examination, and testing program, including hold points, witness points, and acceptance criteria.
- Oversee qualification and certification of inspection, examination, and testing personnel consistent with ANSI N45.2.6 / Regulatory Guide 1.58.
- Ensure inspections and tests are planned, performed by qualified personnel, and documented as objective evidence of conformance.
- Corrective Action & Nonconformance (CAP / NCR)
- Own the Corrective Action Program (CAP), including issue identification, evaluation, root cause analysis, corrective and preventive action, and trending.
- Manage the nonconformance process (NCR) and corrective action requests (CAR), including disposition, extent of condition, and verification of closure.
- Administer processes for evaluating deviations, dispositions, and reportability, including 10 CFR Part 21 evaluations where applicable.
- Analyze quality data and trends to identify systemic issues and drive continuous improvement.
Supplier Quality & Procurement Controls
- Establish supplier quality requirements, evaluation, qualification, and the Approved Supplier List (ASL).
- Flow down applicable quality, code, and regulatory requirements to suppliers and subcontractors and verify conformance.
- Support source inspection, receipt inspection, commercial-grade dedication, and supplier corrective actions as applicable.
- Leadership & Cross-Functional Collaboration
- Serve as the primary internal owner and point of contact for quality matters and the QA program.
- Partner with engineering, project management, supply chain, manufacturing, construction, operations, regulatory affairs, and licensing functions to embed quality into execution and ensure consistent regulatory and licensing interfaces.
- Provide hands-on execution while building repeatable processes and developing quality staff as the organization grows.
- Champion a strong nuclear safety and quality culture, including a safety-conscious work environment.
Required Qualifications
- Bachelor's degree in Engineering, a technical/scientific discipline, or a related field, or equivalent professional experience.
- 15+ years of quality assurance experience in nuclear or another highly regulated, safety-critical industry.
- ANSI N45.2.6 (as endorsed by Regulatory Guide 1.58) Level III certification for inspection, examination, and testing personnel.
- Qualified Lead Auditor for nuclear QA program audits (ANSI N45.2.23 / Regulatory Guide 1.146).
- Inspection experience across multiple disciplines electrical, mechanical, civil, visual (VT), and receipt inspection.
- Certified NDE personnel in accordance with ANSI/ASNT SNT-TC-1A.
- Demonstrated experience in Quality Engineering, project execution, and manufacturing environments.
- Demonstrated experience establishing, growing, and maintaining a QMS / QA program, including auditing, inspection, and corrective action / nonconformance (CAP / NCR).
- Working knowledge of ANSI 15.8, ASME NQA-1 and 10 CFR 50 Appendix B, and/or ISO 9001, and their practical application.
- Demonstrated ability to support regulatory affairs and nuclear licensing activities through controlled technical inputs, quality records, regulatory commitments, and audit-ready objective evidence.
- Strong ownership mindset with the ability to build quality processes and controls in a growing organization.
- Minimum of three (3) professional references.
Preferred Qualifications
- Direct nuclear industry experience (commercial, advanced/SMR, DOE, defense, or fuel cycle).
- Lead Auditor qualification/certification (e.g., ANSI N45.2.23 / Regulatory Guide 1.146, ASQ Certified Quality Auditor).
- Experience implementing or upgrading a QMS to NQA-1 or building an ISO 9001-certified system.
- Experience with supplier quality, commercial-grade dedication, and procurement controls.
- Familiarity with 10 CFR Part 21 evaluation and reporting.
- Experience with electronic QMS, document-control, and corrective-action software tools.
- ASQ certification (CMQ/OE, CQE, or equivalent) or professional quality credential.
